Establishment Government of Uttar Pradesh (United Provinces Government) has established “United Provinces Board of Medical Examination” in 1917, with an aim to provide standard education in the field of Medical, Nursing and Paramedical and an independent examination authority. The primary task was to conduct examinations of the students of LMP (Licentiate Medical Practitioners ) of Agra Medical School , Licentiates in public health, Nursing and certain courses in Paramedical field. At that time the professional qualification of L.M.P. was considered not up to the standard, thus to raise the qualification and standard, recommendation for starting upgraded “Diplomas of Licentiate and Membership of State Medical Faculty, Hon. Lieutenant Governor of the Provinces has decided to establish “United Provinces State Medical Faculty” and a resolution was passed in the Legislative Council. Powers under “Indian Medical Degrees Act 1916” has also been granted by the Central Government . State Medical Faculty used to prepare diploma holders of Licentiate of State Medical Faculty (L.S.M.F.) and Membership of State Medical Faculty (M.S.M.F.). Their standard was above the previously trained L.M.P, but below the degree courses of Medical Sciences. These diploma courses were also stopped after Medical Council of India came into the existence and the number of institution providing education in the degree courses of MBBS level increased. Since then State Medical Faculty began doing entire work related to Nursing and Paramedical courses under the power of “Indian Medical Degrees Act 1916”. The U.P. State Medical Faculty has progressed beyond expectation. Around 400 training centers in nursing (ANM to M.Sc.) and 450 training centers in 19 courses of paramedical have come into existence. “Hon. Council of Ministers” of U.P. has also recognised U.P. State Medical Faculty to initiate opening and control the paramedical & nursing courses upto degree level. Since 1926, U.P. State Medical Faculty has been working as the first paramedical council of the country. The G.O. 4447/ 71-03-05/ 141/ 96/ 05, deptt of Medical Education , states that only those paramedical courses, for which there is no council is situated at the centre or state level, all the work regarding their regulations and control will be done by U.P. State Medical Faculty. Government of U.P has transferred U.P. State Medical Faculty and allied councils from the Department of Medical, Health and Family welfare to the “Department of Medical Education” in 2005. Powers of Uttar Pradesh State Medical Faculty The “Governor General of India” vide his order No. 1754Health/16th December, 1926 , has empowered United Provinces State Medical Faculty under “Indian Medical Degrees Act 1916” , In this regard GB of the State Medical Faculty recommends various training centers to the government for granting recognition .At the end of the course State Medical Faculty takes the examination of the trainee and grant them certificate and diploma etc and provide a registration . Since 1926, U.P. State Medical Faculty has been working as the first paramedical council of the country. NOTIFICATION In exercise of the powers conferred by section 3 of the Indian Medical Degrees Act, 1916 (VII of 1916), the Governor - General in Council is pleased to authorize, with effect from November 15, 1926, the institution known as the United Provinces State Medical Faculty to confer, grant or issue, in British India, degrees, diplomas, licences, certificates, or other documents stating or implying that the holder, grantee or recipient thereof is qualified to practice Western Medical Science. Powers of U.P. Medical Council - Power conferred by The United Provinces Medical Act, 1917 and Indian Medical Council Act 1956. Powers of U.P. Nurses & Midwives Council - Power conferred by Indian Medical Degrees Act 1916 & Indian Nursing Council Act-1947. Powers of U.P. Dental Council - Power conferred by Dentist Act 1948. Financial resources of UPSMF - SMF was established as an independent examination body.SMF is a self financed body and managing its own financial resources without the need of external financial help . No budget, grant or financial assistance is ever given to the SMF by the Government. Uttar Pradesh State Medical Faculty has been established to complete the shortage of doctors by providing education in Western Medicine under the program of preparing Uttar Pradesh State Medical Faculty of licensed and membership doctors. For this, it was the responsibility of the faculty to prepare the syllabus for them and work as an Examination Organization. Along with this training is also provided to public health nurses, pharmacy, (compounder, dresser) lab technician, x-ray technician sanitary inspector etc. At present, the task of opening training centers in paramedical subjects is done after the last permission of the government, and the work of registration of nomination of these paramedical trained personnel is being done. Compulsory letter for nursing training is being provided by the government. For this, the work of inspection is being done by the faculty. State Medical Faculty: A Examination Institute Under the authorities provided by Centre Government under Indian Medical Degree Act-1916 State Medical Faculty Centre is centre for examination for the following – 1 Auxiliary Nurse & Midwife / Health Worker (Female) 2 Diploma in Pharmacy 3 Diploma in O.T. Technician 4 Diploma in Sanitation 5 Diploma in Optometry 6 Diploma in Orthoptics 7 Diploma in Physiotherapy 8 Diploma in General Nursing & Midwifery 9 Diploma in C.S.S.D. Technician 10 Diploma in Occupational Therapy 11 Diploma in X-ray Technician 12 Diploma in Laboratory Technician 13 Diploma in Dialysis Technician 14 Diploma in C.T. Scan Technician 15 Diploma in Cardiology Technician 16 Diploma in M.R.I. Technician 17 Diploma in Emergency and Trauma Care Technician 18 Certificate in Emergency and Trauma Care Assistants 19 Certificate in Baby Nursing & Child Care 20 Diploma in Radiotherapy Technician 21 Diploma in Blood Transfusion Technician Due to complete computerization in faculty and affiliated councils all registrations, diploma and other documents are issued by computer. For this work, U.P. is the first state in the country where such kind of facility and process is available, through this process record from 1917 are getting computerized. All records are getting laminated for the safety purpose. It is obvious that due to its self-governing nature, trained candidates will not have the obligation of any kind of government employment. All these training have very important business value. In this way, as per the Uttar Pradesh Government Policy employments are created through State Medical Faculty. At the same time, in addition to the state, trained technicians are also getting in private medical field. Prior to opening training centres, permission is sought from the government. Uttar Pradesh State Medical Faculty is continuously dedicated to provide better services in health and medical sector. In this context government instructions are followed and instructions received are kept under consideration in governing committee. In this way Uttar Pradesh State Medical Faculty is dedicated to fulfil all its promises. Faculty provides recognition to new centres as per the standards and norms and examination diploma and registration work of those centres are also executed.
